Start Up Check List

The following check list includes all the environmental heath and safety regulatory requirements typically needed by a company to occupy a new facility and/or begin operations.

  • Applies to all organizations regardless of activities and operations [required].

  • May apply depending on specific activities & operations [may apply].


Accident Prevention Program [required]
Required for all organizations to establish the following program elements: safety orientation, policies and general safety rules, accident reporting & investigation, record keeping (OSHA 200), emergency procedures, first aid, safety committee, safety bulletin board.

Biohazard Exposure Control Plan [may apply]
Required for personnel handling or exposed to blood or other potentially infectious materials.

Confined Space & Lockout/Tagout [may apply]
Required to protect employees in all industries from the hazards associated with confined spaces and potential physical hazards presented during the maintenance and servicing of equipment and machinery.

Chemical Hygiene Plan [required]
Required for employers and employees engaged in the laboratory use of chemicals.

Emergency Response Plan [may apply]
Designed for personnel engaged in emergency spill response no matter where it occurs.

EPA/State Identification Number Application [required]
Required for organizations who generate or transport regulated quantities of hazardous waste.

Hazard Assessment & Job Analysis [required]
Required to uncover hazards or potential hazards and identifying methods to eliminate the undesired activity and assist employees in the proper selection, use and maintenance of personal protective equipment.

Hazard Communication [required]
Required to foster employee awareness of the chemicals manufactured, processed, used, and stored in the workplace.

Hazardous Materials Inventory Statement [required]
Required to meet the requirements of local fire agencies for the prevention, control and mitigation of dangerous conditions related to the storage, dispensing, use and handling of hazardous materials.

Hazardous Waste Management Procedures [required]
Required to establish inspection and storage guidelines for organizations who accumulate hazardous waste.

Hazardous Materials Management Plan [required]
Required to meet the requirements of local fire agencies for the prevention, control and mitigation of dangerous conditions related to the storage, dispensing, use and handling of hazardous materials.

Hearing Conservation [may apply]
Required for organizations in which employees are exposed to high noise levels, generally above 85 decibels.

Municipal Permits [may apply]
Required by various municipal agencies to license and control certain wastewater discharges and/or air emissions.

Process Safety [may apply]
Required for controlling and preventing the release of hazardous chemicals in manufacturing industries.

Radioactive Materials License [may apply]
Required for organizations who receive, possess, use, transfer, own or acquire radioactive material.

Radioactive Materials Site Use Permit [may apply]
Required for organizations who will dispose of radioactive material in Washington State.

Respirator Program [may apply]
Required for personnel who require respiratory protection for controlling exposures to harmful air contaminants or hazardous atmospheres.
